Government inside our minds

In an article called The Government is Trying to Wrap Its Mind Around Yours, Nita Faraheny starts out with this arresting two paragraphs:

Imagine a world of streets lined with video cameras that alert authorities to any suspicious activity. A world where police officers can read the minds of potential criminals and arrest them before they commit any crimes. A world in which a suspect who lies under questioning gets nabbed immediately because his brain has given him away.

Though that may sound a lot like the plot of the 2002 movie "Minority Report," starring Tom Cruise and based on a Philip K. Dick novel, I'm not talking about science fiction here; it turns out we're not so far away from that world. But does it sound like a very safe place, or a very scary one?

a. This concerns and even frightens me.  If we dont' have the privacy of our thoughts, then we are truly slaves.

b. This is the Washington Post, about as mainstream as you can get.

c. Although speculative, this article is about real science.

d. The history of technological revelations in the media usually lags far behind when the technology is really first investigated.  In other words, if they are talking about it today, then it is they have been working on it for decades and it is far more advanced than you think.  Think of the Stealth planes: revealed in the late 80s, developed originally in the 60s.
