The Cato @ Liberty blog reports that according to the court’s ruling, punishing drug users only “creates an avalanche of cases targeting consumers without climbing up in the ladder of [drug] trafficking.”
Furthermore, Argentina's Minster of Justice is on record as saying the punishment of drug consumers is a total failure.
The government now plans to focus on supply.
