SPP=North American Union?

The debate about the Security and Prosperity Partnership (SPP) that President Bush signed in secret with the leaders of Canada and Mexico in 2005 has reached the mainstream.

The main point being made in this clip from CNN is how the administration has proceeded largely in secrecy, with no hearings in or consultation of Congress.

If I remember my Constitution correctly, Congress, not the President, is supposed to ratify treaties.

But the Bush Administration has consistently defied the Constitution and ignored Congress.  In typical doublespeak, they call the agreement a "partnership" not a treaty.
